Process of construction of the integrated management of water resources in Uruguay: status of situation and controversies
MAIN OBJECTIVE
Analyze the main advances, limitations, and challenges in the transition from management focused on command-control to integrated management of water resources in Uruguay from 2004 to the present.
SPECIFIC OBJECTIVES:
- Identify the main drivers of change (forcing) in the transition of the indicated management system and their interactions with the emergence of the third level of government and the country’s decentralization processes.
- Analyze the role of the academic field, of available scientific knowledge and other knowledge, of decision-makers, politicians, and social organizations in the transition considered.
- Identify the main controversies and inertias in the analyzed change process, its main causes, and possible alternatives for overcoming it.
