Hydrosocial territories and polycentric governance:
contributions for improving water quality in Santa Lucia river basin
AIM
Investigate water management and governance in the Santa Lucía River Basin (Uruguay), with a focus on the development and implementation of two main management instruments: the Basin Plan for integrated water resources management (as established in the National Water Plan) and the Action Plan for the protection of the environmental quality of the basin (and its second generation in 2019).
SPECIFIC OBJECTIVES:
Analyze the hydrosocial territories of the Santa Lucía river basin (understanding these as spatial configurations of people, institutions, water flows, hydraulic technology and environment related to water control).
Identify and analyze the multi-level coalitions of actors that have been involved and have influenced the development and implementation of the Basin Plan and the Action Plan for this basin.
Evaluate the governance of the basin to identify strategies that strengthen the transition towards adaptive and polycentric governance.
